Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the introduction of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been defused. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Peace Talks and Military Action
The chain of opposing developments captured the harsh reality of the outgoing year. By day, diplomatic battles are fought: positive announcements are released from multiple capitals. Significant resources is devoted on managing specific proposals. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the primary tool for achieving "resolution".
After-Dark Attacks
As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is able to track projectile deployments from Russian territory, a capacity afforded by up-to-date information. From vantage locations, defense planes that had been deployed to counter approaching cruise missiles flew past – modern combat jets supplied to Ukraine by European allies.
Soon thereafter, Kyiv's anti-aircraft weapons thundered: several firings fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, most likely provided by allied countries. Every launch creates sudden vibrations, causing tremors. The brief panic quickly transforms into grim resignation: maybe the incoming missile won't cause damage this time, protecting urban areas from catastrophe and further power outages.
Continuous Dangers
Following this, a heavy machine gun opened up on a unmanned aircraft close by, part of a mobile-fire group – probably imported technology. Regrettably, the bullets missed the enemy aircraft – it maintained course toward its destination.
With pauses, this carried on until dawn. Kyiv awoke to the daybreak reports: several casualties, devastation and heating outages in many homes as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's essential dependence on Western support – a need that neighboring countries are evidently unprepared to fill in the short term.
Unsuccessful Negotiations
The detailed framework from US administration sparked intense emotion, discussion and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new initiative from Washington follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually achieve victory. This cycle will, no doubt, persist.
Political Considerations
It is easy to blame specific actors of persistently promoting Moscow's conditions. But that does not seem to be the whole story. American leadership operates on a principle well known to experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration assumes that it is unfeasible to force Russia to surrender the areas that it already controls in Ukraine's occupied territories.
The issue is that while acknowledging this situation, Washington does minimal to discourage Russia, through diplomacy or military means, from assuming that the status quo will not shift further in its favour in the months ahead.
Opposing Positions
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to stop fighting, but they will persist as long as Russia's leadership remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing lives and land but avoiding a complete military breakdown until circumstances change in its advantage.
Present Conditions
Objectively, there are no genuine requirements for a ceasefire. Now, individual motivations are becoming relevant: leadership ambitions to mediate resolution and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unsuitable, so that their priority does not move to homefront challenges. And although their task will now be much harder after latest incidents, it remains very improbable that this will modify their basic position.
These two forces are guiding negotiations.
Conclusion and Outlook
It took a just a single week to eliminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, current information leaks, all achieved their purpose.
While new proposals based on established approaches are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and reflect certain reluctance to modify developments, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, largely rely on ongoing international assistance.
